Kaineng City
So we all know that Kaineng City is a huge city mostly slums due to the large numbers of refugees fleeing to it, thus making it what it is now.
"Kaineng City is the capital of the Canthan Empire. It was founded by Kaineng Tah, the first Emperor of Cantha, and later named after him.
Before the Jade Wind, the area now known as Kaineng Center comprised most of Kaineng City.
Immediately following the Jade Wind, refugees from the affected regions caused an explosion of city growth and the subsequent sprawl. "

So this says that the large amoutn of city growth took place after the Jade Wind as people moved there.
So, why, 200 years later, does Togo say he barely recognises this area (Wajjun Bazaar) when you first arrive to Cantha. He has obviously been to Kaineng City numerous times, being the half brother of the emporer, and according to the manual, was born in Kaineng City. Its almost like the growth of the slums happened following the outbreak of the plague...

i would think that he's been living and studying in Shing Jea Monostry, so ne never visited Kaineng for a long time

He hardly recognizes the area due to the plague's influence. Supposedly, it looked better before the plague broke out.

Exactly. Hes saying that the impact of the plague has caused the area to become unrecognisable. If you read some of the speech from the citizens and the Shing Jea Students it seems the plague is partly the reason for the slumlike appearence.
